With current developments in communication technologies and the opening up of the Egyptian market, a twinning project was designed to improve the efficiency of the NTRA by building capacity in the areas of organisational development and competition and regulation to ensure fair competition in a de-regulated market. The NTRA signed the twinning agreement with the Italian Communication Authority (AGCOM) and the German Federal Ministry of Economics and Technology - the Federal Network Authority to support the growth of the Egyptian telecommunications markets by increasing telecommunication services, enhancing the competitive environment and delivering high quality services at affordable prices to all citizens.
The project activities and planned outcomes are grouped into the following main components:
1-Legal approximation of Egyptian and European legislation
2-Competition and licensing
3-Interconnection and Local Loop Unbundling
4-Management of scarce resources
5-Consumer protection and universal service
