Modernisation of the Real Estate Tax Administration in Egypt – Developing Capacities of the Real Estate Taxation Authority

Due to the expansion in the Real Estate market and the interest of the Real Estate Taxation Authority (ERETA)to upgrade its services in the same pace; a need emerged to reform the overall system the Real Estate Tax Administration system as an integral part of national efforts to develop the overall fiscal performance and rounding with the best European practices.
The twinning project consists of four components:
- The 1st component emphasis on building the capacities of the ERETA: (49%) of the workload of the project.
- The 2nd component is to reform the legislative framework in light with best European practices: (6%) of the workload of the project.
- The 3rd component of the project is dedicated to streamline taxpayer’s services and outreach, conducting a gap analysis in light of a EU best practices, developing a new division framework for taxpayer’s services and external communication: (9%) of the workload of the project.
- The 4th component is customized to strengthen ERETA’s core functions in planning capacity, policy making skills, and good governance which are crucial to maintain and monitor ERETA developments and performance: (36%) of the workload of the project.
SAAP has allocated a budget of 1.585 million Euros from its budget to support the project over 30 months beginning in December 2011.
