As part of its development plan for the communications sector, the Egyptian government appointed a regulator for the postal market and announced plans to liberalise the sector. The aims of this project are to support the development of a postal sector policy, establish a modern postal management system and liberalise the sector in order to help the Egyptian National Post Office (ENPO) deliver a universal service that supports the social, economic and commercial objectives of the Egyptian government.
The project is run under the auspices of the Egyptian Ministry of Communications and Information Technology (MCIT). The ENPO is twinned with La Poste, the French postal service.
The project activities are grouped into the following four main components:
1.Regulation and liberalisation
2.Quality of service measurement
The planned outcomes of the project are:
-A modern financial management system
-A methodology for measuring quality
-The application of best European marketing practice in the Egyptian context
-A management structure capable of dealing with the impact of market liberalisation and regulation
